It is JIAM’s mission as a collaborative, specialized, and practical training facility, to aid the nation’s municipalities in meeting the needs of a rapidly changing environment which requires, first and foremost, a heightened degree of international understanding for the effective management of all public administration issues.

JIAM operates under the authority of the Japan Municipal Training and Research Foundation, as a professional training institute primarily for municipal government personnel.
